They pick it because Service Cloud, Marketing Cloud, and the CRM are already the system of record, and having commerce in the same estate is worth more than a better frontend. PWA Kit with Managed Runtime is the composable path, a React frontend against the Commerce APIs, and it is the right call when you need a genuinely custom experience or you are running a headless architecture across multiple channels. SFRA is not legacy and PWA Kit is not automatically better. The deciding factor is how much frontend engineering you intend to own.
